In law, “expungement” is the process by which a record of criminal conviction is destroyed or sealed from state or federal record. An expungement order directs the court to treat the criminal conviction as if it had never occurred, essentially removing it from a defendant’s criminal record as well as, ideally, the public record.
This clinic will provide an overview of expungement in Maryland and discuss the different types of records and whether they are eligible for expungement. This informational session will be available virtually via zoom as well as in-person at the East Columbia branch.
Attendees will have an opportunity to meet with an attorney, one-on-one, for free legal advice regarding expunging their criminal record. This consultation will only be available in-person after the information session.
David Coaxum, President of the Howard County Bar Association, will provide an overview of the services/resources offered by the Howard County Bar Association to our community.
Sandy Brewer, Law Librarian, shares resources available for law-related research.
Attorney Bradley Shepherd will walk through a Mock Expungement Petition and discuss General Waiver. Audience questions welcome.

About Sandy Brewer: Sandy Brewer is the Director of the Law Library & Legal Resource Center at the Circuit Court for Howard County. In addition, Sandy manages the Circuit Court’s free legal assistance programs – the Civil Law Center and the Family Law Assistance Program and is the current Chair of the Conference of Maryland Court Law Library Directors. Sandy earned a B.A. from the University of Virginia, a J.D. from Georgia State University College of Law, a M.S.L.S. from the Catholic University of America, and in 2015, she achieved the status of Certified Court Executive through the National Center for State Courts. In 2017, Sandy was awarded the Maryland Pro Bono Service Government Award.
About Bradley Shepherd: Bradley S. Shepherd, is the owner and Managing Attorney of BSS Law, LLC which has offices in Catonsville and Columbia. He handles criminal defense, traffic, peace and protective orders, personal injury, family law, estate planning, corporate formation, and counseling, as well as landlord/tenant matters and general civil litigation. He has also served as a panel attorney for the Office of the Public Defender.
